Mission  The mission of the Seattle Host Organization (SHO) and the PSC is to work cooperatively to determine the appropriate type of security procedures that will be implemented to provide a safe and secure environment for the Conference.

 

Concept of Operations  Access and security for the Conference is a shared responsibility between the WTO, the SHO, and the PSC.

 

Access   Access to the primary venues, SHO transportation and special events will be by invitation only. The badging or ticketing system will be administered by the WTO and the SHO.  SHO volunteers, contract carriers, or private security personnel will determine whether or not a person may have access to a SHO sponsored event, or receive transportation services furnished by SHO.

 

Security  The Washington State Convention and Trade Center (WSCTC) and the primary hotels will see a 24 hour security presence during the operational period of the Conference. The Stadium Exhibition Center (SEC), Paramount, Museum of Flight, Bell Harbor Conference Center, Seattle Center, and other venues will receive appropriate security attention during their limited operational periods.  Three tiers of security will be in place at the WSCTC, the SEC, and the Museum of Flight:

                Outer Perimeter: The outer perimeter will be staffed by uniformed law enforcement personnel and will deny access to all but ticketed and permitted persons and vehicles.

                Middle Perimeter: The middle perimeter will be staffed by private contract security personnel and SHO personnel. The middle perimeter will first identify who has permission to enter that particular facility, then all approved persons will pass through the

magnetometer check point.

                Inner Perimeter: Once a person has passed through the magnetometer check point, it is the primary responsibility of the SHO and WTO personnel to determine who may enter particular meeting rooms and other areas.

                The PSC will provide limited roving patrols in the common areas of the identified venues to deter criminal activity and will supply officers in support of magnetometer operators and SHO staff should problems arise concerning unauthorized access.

 

Operational Responsibilities

Public Safety Committee:  The PSC will provide life safety, fire, emergency medical and law enforcement services to the citizens of the Puget Sound region, Conference venues and attendees.

Seattle Host Organization:   The SHO will provide equipment and personnel to support the overall security plan.

Security:  Magnetometers with appropriate contract security staffing will be required at several venues. The PSC in conjunction with the SHO will coordinate the acquisition and deployment of this resource.
